Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing contacted ASEAN Alternate Chair Malaysian Prime Minister Dato’ Seri Haji Anwar bin Ibrahim yesterday afternoon to seek aid for loss and damage in Myanmar triggered by a powerful earthquake on 28 March.
Firstly, the ASEAN Alternate Chair Prime Minister of Malaysia said his deep sorrow over the damage and losses in Myanmar, both on behalf of Malaysia and as the ASEAN Chair. He stated that this morning, Malaysia had already dispatched a rescue and relief team via aircraft. Similarly, the Malaysian Foreign Minister held a virtual meeting with the foreign ministers of other ASEAN member states to discuss how ASEAN member nations, as a family, could extend their cooperation and assistance, including support for the affected people.
The Chairman of the State Administration Council Prime Minister expressed gratitude for the phone discussions regarding the situation in Myanmar, both in his capacity as the Alternate Chair of ASEAN and as the Prime Minister of Malaysia. He also conveyed appreciation for the assistance provided by Malaysia. Furthermore, he acknowledged the support from the AHA Centre, noting that rescue teams from Singapore arrived yesterday and are already carrying out their duties. He stated that search and rescue operations were ongoing. As of now, approximately 1,700 people have died, around 3,400 have been injured, and nearly 300 people are missing. The death toll may continue to rise, and the situation remains subject to change. He emphasized appreciation for the support and cooperation of ASEAN countries, including Malaysia, in this time of hardship and extended gratitude to the ASEAN community.
The Alternate Chair of the ASEAN Malaysian Prime Minister continued that Myanmar is a country that maintains friendly and cordial relations with Malaysia. Therefore, Malaysia will make every effort to provide the best possible assistance. Moreover, the Malaysian Minister of Foreign Affairs will be sent to Myanmar to assess the on-ground situation and explore the possible support to be extended to Myanmar.
The Senior General responded that Malaysia is a country that maintains a strong and friendly relationship with Myanmar. So, Myanmar also welcomes the visit of the Malaysian Minister of Foreign Affairs to Myanmar. Myanmar continues to cooperate with a correct and fair mindset within the ASEAN community. Furthermore, Malaysia’s engagement in this matter, both in its capacity as a nation and as the Alternate ASEAN Chair, has provided significant support to Myanmar. So, the people of Myanmar and himself deeply appreciate these efforts.

Dagon Group has announced that it will donate one billion kyats as the first step for earthquake victims’ rescue and reconstruction efforts.
Aungban Hotel collapsed due to the earthquake, and Dagon Group has been continuously providing relief and rescue services since 28 March using PC-200 Excavators and heavy earthmoving machinery. This donation was organized by Dagon Group including MAEX Public Co Ltd for resettlement in Mandalay, Sagaing, Aungban and other cities in Southern Shan State, it said.
At 6:30 am on 31 March, MAEX Public Co Ltd, led by the Chairman of the Management Committee, MAEX teams, Dagon Group, YRYEA members and Medical Team left Dagon Centre 1 in Myaynigone with five vehicles carrying medicine, food, clean water and basic necessities to the earthquake-stricken areas of Mandalay.

The strong earthquake that struck on 28 March and subsequent aftershocks caused damage to power lines, substations, transformers and related equipment, resulting in power outages, and the authorities are working hard to restore electricity to the people as soon as possible, said the Ministry of Electric Power.
50 engineers from the Pyapon District Electrical Engineering Office, Ayeyawady Region, arrived in Mandalay on 30 March to help repair damaged lines and substations. Only when they are repaired and reconnected to the main grid can power be distributed normally again.
Similarly, 134 electrical experts from the Department of Electricity Transmission and Control and 426 experts from Yangon, Bago and Magway regions, totalling 560 personnel, are working hard to repair the damaged lines and substations in Nay Pyi Taw Council area.
545 electrical experts from Ayeyawady Region, Kayin and Mon states have been helping for a rapid restoration of power transmission and distribution in Mandalay.
The Ministry of Electric Power is striving their utmost efforts to restore power distribution as soon as possible, and the public is kindly informed of the situations in current power outages, it stated.

Myanmar Fire Brigade forces along with foreign firefighters are currently searching and rescue works for the victims who were affected and trapped in buildings due to the earthquake on 28 March. Foreign firefighters have also arrived in Nay Pyi Taw and will cooperate with the Myanmar Fire Brigade in search and rescue efforts.
On the last day, 238 firefighters carried out rescue operations in 53 locations in the Townships which are affected by the earthquake, saving 144 lives and removing 87 dead bodies from buildings. Yesterday, 160 forces carried out search and rescue operations in 13 locations in the Nay Pyi Taw Council area, removing seven dead bodies.
To continue the rescue operations in the earthquake-hit areas, search and rescue teams along with medical teams from India arrived in Nay Pyi Taw with two aircraft at noon and another two at 5:30 pm on 29 March, a total of four aircraft, and 78 fire personnel and rescue teams from Singapore arrived at Nay Pyi Taw to continue the search and rescue operations in the earthquake-hit buildings in Mandalay on 30 March.
The forces from the Central Fire Services Training School and PyinOoLwin Township Fire Station, along with the reserve fire brigade forces and other relevant organizations, have been working to rescue the victims who are trapped in the Sky Villa building in Aungmyaythazan Township, Mandalay Region, after the earthquake. Since the beginning of the earthquake, 43 people have been rescued alive and nine bodies have been recovered. Since the earthquake began, 284 fire brigade forces from the Central Fire Services Training School and PyinOoLwin, Meiktila, Magway, Ayeyawady and Yangon have been deployed for rescue operations with 13 fire trucks including search and rescue vehicles and supervised vehicles. On 30 March, fire brigade personnel and search and rescue teams from India and Singapore continued to search for victims who were trapped under the buildings.

The Tahua Chinese Temple in Tachilek, Shan State (East), and generous donors donated food, medicine, and supplies to those affected by the Mandalay earthquake for the second time on 7 April, with the total donation amount reaching approximately K400 million.
The donated items, including relief supplies, bags for dead bodies, dry food packages, cooking oil, instant noodles, bottled water, health aids, saline solutions, and clothing, will be donated to the earthquake-affected people through the Trustees of the Mandalay Chinese Yunnan Temple.
The Tahua Chinese Temple made its first donation to the earthquake-hit areas of Mandalay Region on the afternoon of 1 April.

A coordination meeting was held yesterday afternoon at the Myanmar Red Cross Society (MRCS) to discuss earthquake emergency response efforts in collaboration with the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC).
The meeting saw MRCS President Professor Dr Myo Nyunt, Vice-President Dr Daw Tin Tin Lay, executive members, the deputy secretary-general, and other officials. Also present were Mr Arnaud de Baecque, Head of the Myanmar Delegation of the ICRC, Ms Nadia Khoury, Head of Delegation of the IFRC and other representatives.
During the meeting, partic ipants reviewed ongoing search and rescue operations in areas affected by the earthquake and discussed detailed plans for continued joint response efforts.

On 28 March, at approximately 12:51 pm local time, a 7.7-magnitude earthquake struck about 21 kilometres northeast of the Mandalay Seismological Observatory. In response, the National Disaster Management Committee declared a state of emergency in the affected areas of Sagaing, Mandalay, Bago, and Magway Regions, northeastern Shan State and the Nay Pyi Taw Council Area.
The government promptly launched relief and rescue operations in the earthquake-affected areas and facilitated the arrival of international humanitarian aid. A plane carrying 37 Chinese rescue workers and related equipment arrived at Yangon International Airport at approximately 7:07 am on 29 March to assist in relief and rescue efforts in the affected regions of Myanmar. They were welcomed by Yangon Region Chief Minister U Soe Thein and other officials, First Secretary Mr Zhu Feng of the Chinese Embassy to Myanmar, and Director of the Disaster Management Department U Than Soe with his team.
Yesterday, the Chinese rescue teams continued their journey to Nay Pyi Taw using vehicles the Yangon Region government provided.
Furthermore, at 8:40 am yesterday, a plane carrying relief aid from India for the earthquake-affected people in Myanmar arrived at Yangon International Airport and was welcomed by officials.
The Indian Ambassador to Myanmar handed over the relief supplies sent by the Government of India for the earthquake-affected people in Myanmar, and Yangon Region Chief Minister U Soe Thein received them.
The relief supplies donated by the Government of India included instant noodles, solar lamps, kitchenware, personal items, generators, hospital assistance items, tarpaulins, blankets, mosquito nets, and various kinds of plastic bags.

In solidarity with the people of Myanmar, Bangladesh has swiftly responded to the earthquake-affected people of Myanmar. Two consignments of relief materials containing a total of 31.5 metric tonnes of relief materials including tents, food packets, medicines, and other essential supplies have been handed over to Myanmar already. On 30 March 2025, two Bangladesh Air Force/Army aircraft (C-130 and CASA) carrying the first consignment of the relief items landed at Yangon International Airport and on 1 April 2025, similar 03 aircraft carrying the second consignment of relief materials landed at the Nay Pyi Taw International Airport. Bangladeshi Ambassador to Myanmar Dr M Monwar Hossain handed over the relief materials to Yangon Region Chief Minister U Soe Thein in Yangon and to Ambassador at Large of Myanmar Foreign Ministry U Kyaw Tun at the Nay Pyi Taw Airport. It may be mentioned that a Bangladesh Navy Ship, carrying more than 111 metric tonnes of emergency relief items is set to arrive at Yangon on 11 April 2025.
Apart from the emergency humanitarian assistance, Bangladesh also sent a 55-member strong rescue and medical team to extend humanitarian assistance to the earthquake-impacted people of Myanmar. The 24-member Bangladesh Medical team on 2nd April established the Outpatient department, Medical Store, Pharmacy, and Minor Operation Theatre in Zabuthiri Hospital. This Hospital was badly damaged by the earthquake and was almost nonfunctional. With the Zabuthiri Hospital as the base hospital for the Bangladesh Medical Team, they also started their activities in the 1,000-bedded General Hospital and 100-bedded Lewe Hospital, Nay Pyi Taw.
The Bangladesh Engineer and Fire Service Team, side by side the medical team, and in coordination with the Myanmar Fire Services has rescued bodies from the destroyed building in Nay Pyi Taw. On 4 April the same team assessed the damaged Central Fire Service Station of Nay Pyi Taw and submitted a comprehensive written plan to the Myanmar Fire Service team and agreed to proceed with the work. Bangladesh Rescue Team is now rescuing important documents and items from a few damaged buildings of the Ministry of Foreign Affairs of Myanmar. Patients, family members of the injured and deceased people, other local people, government officials and members of the Myanmar Cabinet expressed their deep gratitude for the important role played by the Bangladesh Medical & Rescue Team and Bangladesh as a whole. The Bangladesh team continues to put their highest efforts into supporting the affected people of Myanmar.
In addition to the Bangladesh Government’s humanitarian assistance, Bangladesh Community members in Myanmar handed over relief items including water, dry food, sanitary and a few other emergency items to more than 500 earthquake-affected families of Boneoe village, Mandalay. The assistance items were handed over directly to the affected people by an 11-member Bangladeshi Community Team.

Due to the powerful earthquake, communication was disrupted at 6,730 mobile communication base stations out of more than 26,000 stations across 11 regions and states, including Nay Pyi Taw Council Area, Mandalay Region, and Sagaing Region. Thanks to the concerted efforts of telecom operators, approximately 6,000 base stations had been restored by 7 April. As of now, mobile communication has resumed at 96 per cent of base stations in Nay Pyi Taw, over 88 per cent in Mandalay Region, and 91 per cent in Sagaing Region.
In order to ensure that people in the earthquake-affected areas have access to internet services, the Myanmar Internet Exchange Association has opened two Wi-Fi centres under the Mudra Project – one at Mingalar Yankin Public Housing and the other at the old airport in Chanmyathazi, both in Mandalay Region. Internet Service Providers (ISPs) are currently providing the necessary support to ensure internet connectivity at these centres.
Additionally, My Mandalay Company Limited is arranging free Wi-Fi services in Mahaaungmyay Township in Mandalay Region and Sagaing in Sagaing Region.
Myanmar Post and Telecommunications (MPT) reported that 95 auto-exchange units were damaged by the earthquake. As of 8 April 2025, 63 units have been repaired, while efforts are ongoing to urgently restore the remaining 32 units. Furthermore, repair work is being carried out to restore normal operations of telecom infrastructure in affected areas, including clearing damaged telephone poles and cables and servicing mobile station machinery and towers.
Myanma Post is making efforts to maintain regular operations of its services. A temporary counter has been opened at the Central Post Office in Nay Pyi Taw to receive and distribute parcels. In Mandalay, postal services are being provided smoothly via a branch counter of the General Post Office in Mandalay, handling express mail, international mail, money transfers, and other services.

THE government has swiftly investigated the damage caused by the earthquake in affected areas, actively carrying out rescue operations promptly, and allowed channels for international humanitarian aid. Yesterday, rescue teams, doctors, nurses, humanitarian assistance materials, and medicines from India, Singapore, and Russia arrived in Myanmar to support the people affected by the earthquake.
Yesterday, at the Nay Pyi Taw Tatmadaw airport, search and rescue teams from India, including doctors and nurses, four search and rescue dogs, humanitarian aid supplies, and medicines arrived, along with a search and rescue team from Singapore, including doctors, nurses, four search and rescue dogs, humanitarian aid supplies, and medicines. Another search and rescue team from Russia, along with doctors and nurses, and humanitarian aid supplies and medicines also arrived in Myanmar.
They were welcomed at the airport by officials from the Ministry of Foreign Affairs, and the Ministry of Social Welfare, Relief and Resettlement. These teams will be divided into groups to carry out search, rescue, and medical assistance operations for the people in the areas affected by the earthquake.
