THE Chinese search and rescue teams, including 253 doctors and nurses, who are diligently working to provide humanitarian assistance and support rehabilitation efforts in Myanmar’s earthquake-affected areas, departed for China by air from Nay Pyi Taw yesterday morning.

They were seen off at Nay Pyi Taw Tatmadaw Airport by Union Minister for Home Affairs Lt-Gen Tun Tun Naung, who is also the Vice-Chair of the National Disaster Management Committee, Nay Pyi Taw Council Chairman U Than Tun Oo, Deputy Minister for Foreign Affairs U Lwin Oo, and departmental officials.

AS the government of Myanmar continues to swiftly assess the damage in earthquake-affected areas and carries out ongoing rescue and relief efforts, humanitarian assistance from the international community has also been steadily arriving. According to the respective donor countries, rescue teams, medical personnel including doctors and nurses, humanitarian relief supplies and medicines are arriving in Myanmar daily.

Four Y-20 aircraft from China arrived at the Tatmadaw Airport in Nay Pyi Taw yesterday morning, carrying a total of 104 tonnes of humanitarian aid supplies and medicines. The aid was handed over by Ms Cao Jing, Chargé d’affaires of the Chinese Embassy to Myanmar and received by Ambassador U Kyaw Htun from the Ministry of Foreign Affairs and Director-General Dr Min Thein from the Ministry of Social Welfare, Relief and Resettlement.

Likewise, an Air China flight carrying 92,727 kilogrammes of aid supplies including tents, tarpaulins, beds, mosquito nets, and food arrived at Yangon International Airport at 12:20 pm yesterday. The shipment was welcomed by Yangon Region Chief Minister U Soe Thein, regional ministers, officials from the Ministry of Foreign Affairs and the Ministry of Social Welfare, Relief and Resettlement and Mr Jia Junjie, Minister Counsellor of the Chinese Embassy to Myanmar, along with other embassy staff.

Tatmadaw personnel, Yangon City Development Committee staff and local cargo workers loaded the relief items onto vehicles. Under the supervision of the Yangon Region government, the supplies were then sent to Nay Pyi Taw to be delivered to the earthquake-affected areas.

Union Minister for Information U Maung Maung Ohn inspected the Nay Pyi Taw Printing Factory of the Printing and Publishing Department, newspaper publishing houses and staff housing of News and Periodicals Enterprise in Zeyathiri township in Nay Pyi Taw yesterday.

On arrival at the meeting hall of the Nay Pyi Taw Printing Factory, the Union minister heard the reports of the director-general of the Printing and Publishing Department and the managing director of the News and Periodicals Enterprise regarding the damage and repairs at the Nay Pyi Taw Printing Factory, newspaper publishing houses and staff housing, and regular circulation of newspaper despite the earthquake.

The Union minister highlighted the damage due to the Mandalay earthquake and stressed the need to construct buildings that can withstand natural disasters as they cannot be avoided. The staff and people should have disaster-related knowledge.

He also appreciated the staff for continuous broadcasting channels of the ministry and publishing the dailies despite the quake.

He then urged the staff to work together with proper understanding as the ministry is a focal institution that offers services to the public.

He inspected the Nay Pyi Taw Printing Factory compound, damaged staff housing, the Kyemon (Mirror) Daily house, Bo Waziya hall, printing machines and CTP, and comforted the staff.

The Union minister received the second batch of relief items donated by CITIC Group (Myanmar) Co Ltd at the meeting hall of the ministry yesterday morning. The Union minister expressed gratitude, and Vice-Chair Mr Piao Bo and Mr Ma Chanfu of CITIC Group (Myanmar) Co Ltd presented relief items to the Union minister who returned the certificate of honour.

STATE Administration Council Chairman Prime Minister Senior General Min Aung Hlaing inspected damaged parts of Myanmar International Convention Centre I (MICC I) and Yanaungmyin Dam caused by the Mandalay earthquake which struck on 28 March and comforted patients at the mobile hospital in the township sports ground in Shwekyapin Ward of Zabuthiri Township yesterday afternoon.

Accompanied by SAC Secretary General Aung Lin Dwe, Union Minister U Myo Thant and officials, the Senior General looked into damage to the ceiling at the entrance to MICC I, some cracks in Jade Hall, Ruby Hall and Emerald Hall, meeting halls and walls. Moreover, the Senior General viewed the filling of sand and earth in the cracks of the embankment at Yanaungmyin Dam as part of the temporary repair. Officials reported to the Senior General on strengthening of the dam, and the emergence of cracks. The Senior General instructed officials to set a target date to repair the damaged embankment before monsoon season and nurture the watershed forests to be green and thriving plants.

At the mobile hospital established by the US-based Samaritan’s Purse International Relief Organization in the township sports ground in Shwekyapin Ward of Zabuthiri Township, in-charge of the hospital Dr Elliott Tenpenny explained surgical operations performed on patients and functions of the hospital. The Senior General visited the hospital and cordially greeted patients. He spoke words of appreciation for the government of the United States of America and the people for their assistance to Myanmar.

The in-charge of the hospital also expressed his thanks to the Myanmar government for providing smooth processes of management and logistic measures in their rescue and relief operations, so they are convenient in giving medical treatment to the patients.

The mobile hospital was built with the use of containers by the Directorate of Medical Services and the Directorate of Military Engineers of the Office of the Commander-in-Chief (Army). It is a 60- bed facility for providing treatments to 60 patients at the outpatient unit, emergency unit, operation theatre, medical store and lab. The mobile hospital provides treatment to patients with different diseases and surgical operations free of charge. The US medical team cooperates with surgical specialists and orthopaedic specialists in addition to other physicians and nurses from the Directorate of Medical Services. The US medical team arrived in Myanmar on 4 April. From 7 April, they started healthcare services with surgical operations on 20 patients. On 10 April, the hospital will open one special intensive care unit and two operation theatres to extend more healthcare services to the people.

IN a show of solidarity with the people of Myanmar affected by the recent earthquake, Malaysian Foreign Minister Dato’ Seri Mohamad Hasan, Representative of the 2025 ASEAN Chair for Myanmar, and Thai Foreign Minister Maris Sangiampongsa arrived in Nay Pyi Taw yesterday on a joint visit.

During the visit, the two ministers attended a joint meeting at the Ministry of Foreign Affairs, where Union Minister and Deputy Prime Minister U Than Swe expressed deep gratitude for their timely support and compassionate response. He acknowledged their presence as a powerful symbol of ASEAN unity and support for the people of Myanmar, who have endured severe losses in lives and property due to the earthquake.

The Deputy Prime Minister also praised ASEAN member states for their swift humanitarian efforts, including the immediate deployment of search and rescue teams and aid to affected regions. He further called for continued support in the post-emergency phase, highlighting urgent needs such as mobile clinics, medical supplies, water distribution systems, and rescue equipment for long-term rehabilitation efforts.

In response, both the Malaysian and Thai foreign ministers reaffirmed their commitment to standing together with Myanmar as members of the ASEAN family. They pledged ongoing assistance to address the evolving needs in earthquake-hit areas and emphasized the importance of effective coordination. They also discussed enhanced collaboration through the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) to ensure timely humanitarian response and to prioritize recovery efforts for the affected communities.

STATE Administration Council Member Deputy Prime Minister and Union Minister at the Prime Minister’s Office Admiral Tin Aung San inspected the maintenance work on quake-affected power grids and substations in the Nay Pyi Taw Council Area on 3 April.

The Admiral and Union Minister for Electric Power U Nyan Tun proceeded to 33/11 kV sub-power station No 8 in Ottarathiri Township and observed the maintenance works on transformers, power grids and power plants, and arrangements to supply electricity as quickly as possible inspected the quake-affected power distribution lines and instructed the officials to complete the repairs in time.

After the completion of maintenance on these sub-power stations and power grids, electricity can be distributed to the Ministry of Defence, Office of the Union Attorney-General, Union Election Commission Office, Ministry of Natural Resources and Environmental Conservation, Ministry of Science and Technology, Ministry of Social Welfare, Relief and Resettlement, Orthopaedic Hospital, Eye Hospital and Maternity Hospital.

After the powerful earthquake, the maintenance works on the power grid and main power plants that supply electricity to Nay Pyi Taw, Mandalay and Sagaing regions were conducted by 134 skilled staff starting on 29 March, and the electricity was transmitted to National Grid on 30 March.

The power distribution lines and main power plants in the Nay Pyi Taw Council Area were repaired by 560 skilled staff from Yangon, Bago and Magway regions in addition to Nay Pyi Taw. The maintenance works in Mandalay Region were done by 690 skilled staff from Ayeyawady Region, Kayin State and Mon State in addition to Mandalay Region, while the maintenance in Sagaing by 80 skilled staff, totalling 1,330.

The maintenance work was completed 75 per cent in the Nay Pyi Taw Council Area, 58.38 per cent in Mandalay Region and 20 per cent in Sagaing Region.

The government is swiftly assessing the damage in earthquake-affected areas and carrying out relief and rescue operations in a timely manner.

At the same time, humanitarian aid from the international community continues to arrive in Myanmar, including rescue teams, medical personnel, relief supplies, and medicines from various countries.

Yesterday, assistance arrived at Tatmadaw Airport in Nay Pyi Taw from the Philippines, Nepal, Singapore, and Japan’s Nippon Foundation, as well as from Kunming, Yunnan Province, China. The aid included search and rescue teams, medical personnel, relief supplies, and medicines.

Officials from the Ministry of Foreign Affairs and the Ministry of Social Welfare, Relief, and Resettlement welcomed the newly arrived rescue and medical teams at the airport. These teams will be deployed to the earthquake-affected areas to carry out search and rescue operations and provide medical treatment to the affected communities without delay.

The National Disaster Management Committee held its meeting at the Ministry of Social Welfare, Relief and Resettlement in Nay Pyi Taw yesterday afternoon, with an address by Chairman of the Committee Vice-Chairman of the State Administration Council Deputy Prime Minister Vice-Senior General Soe Win.

Speaking at the meeting, the Vice-Senior General delivered an address, saying that, thanks to the invitation of the Prime Minister to the international community, local rescue teams have access to the latest international rescue equipment used by foreign rescue teams, allowing for hands-on experience with advanced technology and high-tech equipment capabilities.

He noted that collaboration with international rescue teams has not only helped save the lives of affected citizens but has also allowed domestic rescue teams to share and gain access to valuable technologies and modern equipment expertise.

As of yesterday, the Vice-Senior General stressed that a total of 49 international relief flights arrived, bringing 1,915 rescue personnel and over 714 tonnes of relief and support materials. These supplies are being swiftly transported and distributed efficiently.

He recounted that the Prime Minister has also instructed that all international relief and support materials should be delivered directly to earthquake victims without being stockpiled unnecessarily, ensuring they reach those in need as quickly as possible.

He mentioned that as local and foreign well-wishers and ministries donated K126.4881 billion to be spent on rescue and rehabilitation measures in the affected areas, it is necessary to systematically manage the spending of the fund.

The Vice-Senior General emphasized that reconstruction efforts must be carried out for the damaged and destroyed staff housing, office buildings, and other structures affected by the earthquake. Arrangements must be made to ensure that staff members and their families have sufficient food and temporary shelter. It is crucial to align these arrangements with the rainy season and ensure that weather-resistant temporary or permanent structures are completed before the rainy season sets in.

He underscored that geologists, seismologists, and experts from the Engineering Council must conduct assessments to determine whether construction at the current location is appropriate. If the location is deemed unsuitable, alternative suitable land must be identified for construction.

He underlined that one of the weaknesses of the current staff housing system is that accommodations are not arranged separately for each ministry. This has led to certain limitations in coordination and communication. Therefore, during the reconstruction and relocation process, it is essential to allocate housing in a way that groups employees by ministry.

As a result, he urged attendees to effectively discuss various matters, including committee-specific tasks, ongoing activities, encountered challenges, plans, temporary relocation arrangements, and permanent settlement plans.

First Vice-Chair Union Minister for Home Affairs Lt-Gen Tun Tun Naung and Second Vice-Chair Union Minister for Social Welfare, Relief and Resettlement Dr Soe Win reported on ongoing rescue and relief operations, taking security measures in the necessary areas, arrival of relief aid, international rescue teams and medical teams, systematic deployment of rescue teams and aid, repair of roads and bridges not to interrupt communication routes, distribution of basic food items to victims, collection of data on loss and damage, and acceptance of cash and supplies from AHA Centre, international and internal well-wishers.

Committee member Union ministers and the Nay Pyi Taw Council Chairman discussed the arrival of rescue planes and aid, loss and damage of religious buildings, houses and staff housings, loss of lives of members of the Sangha, civilians, staff members and families, conducting emergency rescue operations, food, accommodation and security of affected staff members from ministries, offers of international community to conduct rescue and rehabilitation, damage of cultivable lands and dams, spreading of information about current situations in the international landscape, opening of temporary hospitals and clinics, readiness of aircraft and helicopters of Tatmadaw (Air), and further plans for rescue and rehabilitation measures.

In his response to discussions, the Vice-Senior General gave instructions on the soonest opening of temporary hospitals, arrangements for meals for members of the Sangha with temporary monasteries, plans to provide shelter to affected people and staff within two months before monsoon, systematic arrangements to hand over property to relevant families in demolishing buildings or removing debris, smooth process for international aid, systematic sending rescue vehicles with significant marks to have smooth security measures as terrorists disturb the work process, issuance of compensation for dead persons and injured people as quickly as possible, provision of foods, safe water and electricity to those people, management for personal aid of well-wishers to relevant areas, informing the people about natural disasters in time, and collection of data about donated items.

After the meeting, the Vice-Senior General viewed the display of tents, emergency electronic products, personal goods, foodstuffs and medicines donated by the international community.

Up to 6 pm on 2 April, the powerful earthquake left 3,003 people dead and 4,515 injured with 351 people missing in Nay Pyi Taw Council Area, regions and states, in addition to damage and loss of 21,783 public houses, 805 office buildings, 115 staff housing buildings, 1,041 schools, 921 monasteries and nunneries, 1,690 pagodas, 312 religious buildings, 48 hospitals and clinics and 45 acres of crops.

The rescue work committee cooperated with 37 rescue members from China (Yunnan) to save one survivor and two dead bodies, with 89 rescue members from Singapore to save one survivor and four dead bodies, with 50 Thai rescue members in searching for three dead bodies, with 106 Vietnamese rescue members in searching seven dead bodies and with eight rescue members from Turkiye in saving two survivors, totalling four survivors and 16 dead bodies.

Similarly, in Mandalay Region, a total of 167 members from Russia collaborated in the rescue efforts, resulting in the discovery of one survivor and six deceased individuals. Moreover, 84 members from China (Beijing), 116 members from China’s Blue Sky Rescue Team, and 51 members from China (Hong Kong) worked together, locating two survivors and 14 deceased individuals. Furthermore, 80 members from India participated in the process, leading to the discovery of 11 deceased individuals. In total, three survivors and 31 deceased individuals were found during the operations.

Likewise, in Sagaing Region, 50 members from Malaysia assisted in the search, locating six deceased individuals. According to reports, the rescue committee, in collaboration with 12 rescue teams from seven different countries, conducted search and rescue operations across Nay Pyi Taw Council Area, Mandalay Region, and Sagaing Region. As a result, they were able to rescue seven survivors and recover 53 deceased individuals.

SAC Chairman Prime Minister Senior General Min Aung Hlaing held talks with the Special Envoy of the Government of Japan for National Reconciliation in Myanmar and the Nippon Foundation Chairman.

Mr Yohei Sasakawa, Special Envoy of the Government of Japan for National Reconciliation in Myanmar and Chairman of the Nippon Foundation called on Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing at the Tatmadaw Guesthouse in Nay Pyi Taw yesterday afternoon and donated rescue and relief equipment for the earthquake-affected areas.

The Special Envoy of the Government of Japan for National Reconciliation in Myanmar and Chairman of Nippon Foundation donated 50 backpacks comprising 14 relief items, 60 rescue helmets and one carton of gloves to be used in rescue and relief operations at the quake-affected areas of Myanmar. The Senior General accepted the donations.

At the meeting, they cordially discussed the loss and damage caused by the earthquake in Myanmar, the sending of rescue teams by the international community, the provision of rescue and relief supplies, endeavours of international rescue squads together with rescue teams and volunteers of Myanmar in carrying out rescue operations, special thanks to the Special Envoy of the Government of Japan for National Reconciliation in Myanmar and Chairman of the Nippon Foundation for personally donating rescue materials to be used in rescue operations in Myanmar, and plans of the Nippon Foundation to donate foods and other necessary supplies worth US$3 million to the quake-affected people.

International rescue and medical teams arrived at Nay Pyi Taw Tatmadaw Airport according to their respective flight schedules yesterday morning as the government continues to carry out rescue and relief efforts in earthquake-impacted areas.

Teams from Russia, Indonesia, Thailand, Bhutan, the Philippines, Laos and Bangladesh arrived along with humanitarian aid supplies, medicines, rescue teams, doctors and medical personnel. Similarly, Belarus also sent humanitarian aid supplies, medicines, rescue teams, doctors and medical personnel to Nay Pyi Taw Tatmadaw Airport on the night of 31 March,

Officials from the Ministry of Social Welfare, Relief and Resettlement and the Ministry of Foreign Affairs welcomed the arriving teams at the airport. These teams will promptly carry out rescue and medical assistance in the earthquake-affected areas.
