Myanmar officials join 1st ASEAN Cybersecurity Coordinating Committee Meeting online

The online meeting of 1st ASEAN Cybersecurity Coordinating Committee Meeting was hosted by Laos yesterday afternoon.

Myanmar officials from the Ministry of Foreign Affairs, the Ministry of Home Affairs, the Ministry of Defence Services, the Ministry of Transport and Communications, the Ministry of Social Welfare, Relief and Resettlement the Office of Union Attorney-General attended the event together with the director-general levels delegates from cybersecurity sector in ASEAN countries and officials from the ASEAN Secretariat.

Officials from the Ministry of Information also attended the meeting to represent the SOMRI-Myanmar.

At the meeting, the working groups discussed the draft version of ASEAN Cybersecurity Coordinating Committee Terms of Reference; the representatives from member countries presented the implementation of cybersecurity development; the work plans of coordinating committee were presented; the participants exchanged views on the implementation of standards for cyberspace.

The ASEAN Cybersecurity Coordinating Committee Terms of Reference was drafted by the ASEAN Network Security Action Council, and the coordinating committee will also organize its annual meetings in line with this TOR.

276 Myanmar seamen from Egypt, ROK fly back home

A total of 276 Myanmar seamen – 140 stranded in Egypt and 136 in the Republic of Korea – because of suspension of commercial flights returned home by relief flights yesterday.

Myanmar Embassy in Cairo and Myanmar Seamen’s Federation jointly arranged Myanmar National Airways (MNA)’s relief flight in transporting 140 Myanmar returnees from Egypt to the Yangon International Airport.

Similarly, Myanmar Embassy in Seoul and the Crew Change Supporting Committee-Myanmar jointly organized Myanmar Airways International (MAI)’ relief flight to repatriate 136 Myanmar citizens from ROK.

The Ministry of Labour, Immigration and Population, the Ministry of Health and Sports and the Yangon Region government provided them with proper medical tests and arranged 7-day quarantine, followed by 7-day home quarantine.

The Ministry of Foreign Affairs has been working with Myanmar embassies in foreign countries and local ministries concerned to bring back Myanmar seamen stranded abroad due to the suspension of commercial flights.

International Day against Violence and Bullying at School observed virtually

A ceremony to observe International Day against Violence and Bullying at School, including Cyberbullying, was organized online yesterday.

At the ceremony, Union Minister for Education Dr Myo Thein Gyi said that the UNESCO Member States has declared the first Thursday of November, the International Day against Violence and Bullying at School Including Cyberbullying, recognizing that school-related violence in all its forms is an infringement of children and adolescents’ rights to education and health and well-being.

He added that almost one in three students has been bullied by their peers at school at least once in the last month, and a similar proportion was affected by physical violence. School violence and bullying are mostly perpetrated by peers but, in some cases, by teachers and other school staff. Corporal punishment is still allowed in schools in 67 countries.

The celebration of 2020 International Day against Violence and Bullying at School Including Cyberbullying was held under the theme “Together against Bullying in school”.

There are significant negative effects of the violence, including on academic achievement, mental health, and quality of life in general. Children who are frequently bullied are nearly three times more likely to feel like an outsider at school and more than twice as likely to miss school as those who are not frequently bullied. They have worse educational outcomes than their peers and are also more likely to leave formal education after finishing secondary school, he added.

Union Minister for Social Welfare, Relief and Resettlement Dr Win Myat Aye said the observance of International Day against Violence and Bullying at School Including Cyberbullying begun in 2019, and this year was the second celebration.

He stressed the importance of cooperation from departments, students, teachers, parents and the public on the school violence and bullying problems.

The ministry is working in harmony on childhood care and development, and enacted Early Childhood Care and Development Law in 2018 and Child Rights Law in July 2019, he said.

He urged parents, guardians, teachers, private businesspersons and the public to try their best for the development of the children who are the future of the nation.

UNESCO representative Ms Dolly Shein also detailed about violence and bullying at school including cyberbullying.

684 Myanmar detainees brought back home from Malaysia on 3 special chartered flights

The Myanmar Embassy in Kuala Lumpur is working closely with the relevant organizations in Malaysia to bring back Myanmar citizens (detainees, jobless and undocumented migrant workers, seamen) who have no national verification and who were in detention centres, after their citizenship has been identified in accordance with the directives of the Ministry of Foreign Affairs under the health rules of the National-Level Central Committee on Prevention, Control and Treatment of Coronavirus Disease 2019 (COVID-19).

The Malaysian government organized three special chartered flights of Malaysia Airlines to send 684 Myanmar detainees back home and the first flight with 128 citizens landed at Yangon International Airport yesterday afternoon while the second one with 277 and the third one with 279 in the same evening.

The Myanmar Embassy in Kuala Lampur issued Certificate of Identity- C of I to the Myanmar citizens in accordance with the procedures by cooperating with the relevant organizations in Malaysia. The embassy also cooperated with Myanmar civil society organizations and Myanmar welfare groups in Malaysia to provide the needed clothes and other materials.

The Ministry of Labour, Immigration and Population, the Ministry of Health and Sports and the Yangon Region government arranged 7-day quarantine at specific places or designated hotels, followed by the 7-day home quarantine.

The Ministry of Foreign Affairs has organized 29th relief flights and chartered flights to bring back home a total of 4,891 Myanmar citizens including 1,472 detainees stranded in Malaysia to date.

Tripartite workgroup of MSMEs committee hold virtual meeting

Tripartite supporting workgroup under the Micro, Small and Medium Enterprises Development Working Committee held a meeting via videoconferencing yesterday.

The meeting of MSME Agency, Fund Management Team and MSME Development Work Review, Coordination and Implementation Group was attended by Deputy Minister for Commerce U Aung Htoo ( MSME Agency Chairperson), Deputy Minister for Planning and Finance U Maung Maung Win (Fund Management Team Chairperson), Deputy Minister for Planning, Finance and Industry Dr Min Ye Paing Hein (MSME Agency Joint Chairperson), MSME Development Work Review, Coordination and Implementation Group Chairperson U Khin Maung Kyaw (retired Deputy Minister), Deputy Minister for Transport and Communications U Tha Oo (Vice-Chairperson of the implementation group), members of the three groups and invited guests.

During the meeting, Deputy Minister U Aung Htoo discussed ways to reduce the COVID-19 related impacts on MSMEs and to make MSMEs to be able to adapt to changing situations. He also discussed how to support MSMEs in various ways.

Deputy Minister Dr Min Ye Paing Hein discussed the development of certification systems for MSMEs and other related issues. He stressed that the MSME Agency needs to systematically work for the development of hard infrastructure and soft infrastructure.

Other participants including MSME Development Work Review, Coordination and Implementation Group Chairperson U Khin Maung Kyaw and UMFCCI Chairperson U Zaw Min Win also made discussions. A total of 40 people participated in the meeting.

Union Chief Justice U Htun Htun Oo joins ASEAN Chief Justices meeting online

Union Chief Justice U Htun Htun Oo took part in the 8th Meeting of the Council of ASEAN Chief Justices (CACJ) which was organized via videoconferencing yesterday.

From the Supreme Court of the Union, U Htun Htun Oo made an opening remark on the meeting together with chief justices of ASEAN countries, including Chief Justice of the Supreme People’s Court of Viet Nam Nguyen Hoa Binh who is the rotating chair of the council.

The Myanmar Chief Justice participated in the discussions of ASEAN Judiciaries Portal, the Facilitating Service of Civil Processes within ASEAN, the Case Management and Court Technology, the Judicial Education and Training, the Cross-border Disputes involving Children, the reports from workgroup leaders and representatives of ASEAN+ Meetings, the International Framework for Court Excellence in relation to CACJ, and the COVID-19 Effects on Judiciaries and Solutions.

The meeting also approved to issue a declaration.

172 Myanmar returnees fly back home from Malaysia by relief flights

A relief flight of Myanmar Airways International landed at Yangon International Airport yesterday, carrying 172 nationals back home from Malaysia.

The returnees included migrant workers from 11 companies and the former detainees from detention centres.

The Ministry of Labour, Immigration and Population, the Ministry of Health and Sports and the Yangon Region government arranged 7-day quarantine at specific places or designated hotels, followed by the 7-day home quarantine.

In accordance with the instructions of the Ministry of Foreign Affairs, the Myanmar Embassy in Kuala Lumpur is cooperating with the relevant organizations in Malaysia for the repatriation of citizens after verifying the nationality.

Myanmar has organized a total of 17 relief flights to bring Myanmar back home until now.
