At the invitation of Attorney-General of Uganda Mr Kiryowa Kiwanuka, the Myanmar delegation led by Deputy Minister for Legal Affairs and Deputy Attorney-General Dr Htein Lin Oo is attending the 63rd Annual Session of the Asian-African Legal Consultative Organization (AALCO), being held in Kampala, Uganda, from 7 to 12 September 2025.

At the opening ceremony, welcoming remarks were delivered by AALCO Secretary-General Dr Kamalinne Pinitpubadol, Speaker of the Ugandan Parliament Ms Anita Annet Among, Minister of Justice of Uganda Mr Norbert Mao, and Attorney-General of Uganda Mr Kiryowa Kiwanuka.

During the session, member states approved the 2026 budget submitted by the AALCO Secretariat, elected the Chair and Vice-Chair of the meeting, reappointed the Secretary-General, and endorsed the Organization’s annual report and the publication of its International Law Journal.

In his remarks, Deputy Minister and Deputy Attorney-General Dr Htein Lin Oo highlighted that Myanmar is a signatory to the United Nations Convention against Corruption (UNCAC) and has enacted domestic laws and regulations to implement the Convention. On outer space matters, he emphasized Myanmar’s acceptance of the principle that outer space belongs to all humankind, to be used on an equal and non-discriminatory basis, regardless of the level of scientific and technological development of individual countries. He stressed the importance of sharing technology, providing financial support, and offering capacity-building programmes to ensure equal access to space activities.

He also noted the rising threats of cybercrime worldwide, informing the session that Myanmar enacted its Cybersecurity Law on 1 January 2025, which came into effect on 30 July 2025, enabling the country to take action against unlawful activities related to cybersecurity and internet use. He reaffirmed Myanmar’s active and consistent participation in AALCO and expressed the country’s commitment to continued cooperation.

Furthermore, the Myanmar delegation engaged in discussions with representatives of member states on the work of the International Law Commission (ILC), the law of the sea, international humanitarian law, and matters related to environmental protection and sustainable development.
