​The meeting of Daw Aung San Suu Kyi with Mr. Arnaud de Baecque, Resident Representative of the ICRC was held on 3 August 2026. The said meeting was conducted in accordance with the existing laws and regulations of Myanmar, as well as the standards and procedures of the ICRC. Following the said meeting, it is learned that an ASEAN Chair’s Statement was issued on 7 August 2026.

While Myanmar acknowledges the positive elements contained in the statement, it is disappointed to note that certain language and the calls contained therein do not reflect the constructive efforts undertaken by the Member State concerned. In particular, the calls for "further expansion of access to persons held in detention in Myanmar” and "Daw Aung San Suu Kyi’s complete and unconditional release” carry implications for the relevant judicial process and the fundamental principles of the rule of law in a sovereign State. As she was found guilty of committing electoral fraud, corruption and maladministration, prosecution was carried out against her in accordance with the law. Although the government has commuted her sentences based on humanitarian considerations, the matter of a full and unconditional release shall only be carried out in accordance with the law.

For the past five years, Myanmar has extended its cooperation with the successive Special Envoys of the ASEAN Chairs on Myanmar to the full extent possible, and will continue to cooperate with the current Special Envoy of the ASEAN Chair. At present, the government, which emerged from the multiparty democratic elections reflecting the genuine will of the people has assumed State responsibility. Therefore, Myanmar is of the view that the appointment and the continued role of the new Special Envoy of the ASEAN Chair are no longer necessary.

As a rules-based regional organization with sovereign States, ASEAN should continue to uphold the principles enshrined in the ASEAN Charter, particularly respect for the principles of independence, sovereignty, equality and non-interference in the internal affairs of the ASEAN Member States. In addition, it is necessary for the ASEAN Member States to adhere to these principles while refraining from actions that could be tantamount to exerting undue pressure, or interference in the internal affairs of any Member State.

​Myanmar will take appropriate countermeasures, on a case-by-case basis in response to the unconstructive and discriminatory treatment. In line with its Foreign Policy and based on the realities on the ground, Myanmar will continue to enhance its engagement with ASEAN through a Myanmar-owned and Myanmar-led approach while upholding and safeguarding its national interests and sovereignty.
