To all voting people… I extend my respectful greetings and wish you complete well-being and prosperity. I am U Ba Shein, Chairman of the Rakhine Nationalities Party (RNP).
The Rakhine Nationalities Party (RNP) was established to represent the Rakhine people as well as seven other ethnic groups residing in Rakhine State. The party applied for official registration on 7 April 2025, and on 4 August, the Union Election Commission approved its registration as a Rakhine political party.

 

Even before Myanmar gained independence, Rakhine patriots, including monks and political activists, consistently participated in the struggle for independence and in the political process. After Myanmar’s independence, Rakhine political leaders have continued to be active in the political arena. Even before independence, Rakhine patriots consistently worked to have the Rakhine region recognized and established as a separate state. However, when the 1947 Constitution was enacted, the Rakhine region was officially recognized only as a “division.”

When the 2008 Constitution was enacted, seven states and seven regions were given equal status, and all states and regions gained full legislative authority. To ensure that the needs of all Rakhine indigenous people are met in a modern and effective way, we must continue to work toward strengthening the legislative powers of the Rakhine State Hluttaw and enhancing the administrative authority of the Rakhine State government.

In establishing Myanmar as a union based on democracy and a federal system, all other ethnic groups must participate together. When building a democratic and federal union, we, the Rakhine people, believe it is essential to preserve and safeguard our national identity while participating fully. This belief is the reason why the Rakhine Nationalities Party (RNP) was founded.

Our party has nominated the candidates to compete in constituencies of Rakhine State in the coming multiparty general election.

The primary aspirations of our party are:

(a) to emerge a Union based on democracy and a federal system with equal rights for all ethnic groups

(b) as a party, to cooperate with relevant organizations in participating in the internal peace-making process

(c) to strive for cooperation with all ethnic groups residing in Rakhine State

(d) to emphasize endeavours for the rehabilitation process of Rakhine State

(e) to make efforts to ensure the rule of law, national reconciliation, and flourishing of democracy and human rights in Rakhine State

(f) to implement the indigenous ethnic affairs, ethnic group affairs, citizen rights and foreigner rights under the existing law

Moreover, we have adopted the vision to initiate the legislative, executive and socioeconomic programmes of Rakhine State in conformity with the current time.

Esteemed people, for many years, our people have had to leave their homeland and move to various regions due to the lack of local development and limited employment opportunities.
Currently, there are two major international development projects underway in Rakhine State. In the northern part of Rakhine, a Kaladan Multimodal Transit Transport Project centred on Sittway is being implemented. In the southern part, a major Special Economic Zone (SEZ) project, including a deep-sea port, is being carried out with Kyaukpyu as the focal point. Once these major projects succeed, they will create numerous employment opportunities, spur development, and bring about improved living conditions. Therefore, the Rakhine Nationalities Party (RNP) strongly supports and hopes for the rapid progress and success of these regional development projects.

I would like to present the development of Manaung Island.

Around Manaung Island, there are beautiful beaches. It is one of the most promising areas for developing both inbound and outbound tourism. The key factors include transportation access to the region and providing electricity for residents. It is also necessary for the local people and administrative organizations to enthusiastically participate in implementing this development work.

Multiple solar power plants can be built on Manaung Island. By systematically investing in and rehabilitating the old solar power plant in the Khaohnmaw area, combining it with technical expertise, Manaung can quickly access solar electricity. It is also necessary to develop the Manaung airport so that at least an ATR-72 type aircraft can land. If these measures are implemented, tourism will develop, creating many job opportunities, and fast air connections to various regions will be established. The Rakhine Nationalities Party (RNP) emphasizes that these projects must be diligently and consistently pursued to ensure the development of the Manaung Island area.

We must ensure that the voice of the people is given importance in the legislative, executive, and judicial bodies of Rakhine State and the Union.

In order to represent the voice of the people of Rakhine State, we urge all voters to cast their votes so that the majority of the Rakhine Nationalities Party (RNP) candidates can be elected to the respective parliaments.

Esteemed Rakhine people,

Throughout Rakhine State, due to armed conflicts and political instability, people from urban areas have had to flee to the rural areas, rural people have had to move to towns, and many have been displaced to other regions. In each of these places, they face numerous difficulties. We must find all possible ways to address and resolve the conflicts and challenges that the Rakhine people are facing. Through this election, if the people entrust us with responsibility, our party will make every effort to resolve these difficulties and conflicts. Finally, we would also like to ask everyone to listen to the RNP party’s unifying anthem as we conclude.
