The Union government held the meeting 4/2025 at its office yesterday afternoon, with an address by Prime Minister U Nyo Saw.
Speaking on the occasion, the Prime Minister said that the government, upholding Our Three Main National Causes, is implementing four objectives adopted by the National Defence and Security Council.
In the international landscape, the Head of State held meetings with international leaders several times, achieving their support for Myanmar and economic cooperation. Hence, ministries have to strive to implement relevant arenas successfully as technological advancement and foreign trade play a key role in the opportunities for development of the nation. Currently, the quick On Net2.0 system is being initiated in the trade system. So, it is necessary to systematically cooperate in the enhancement of the international market and trade sectors.
As Myanmar is based on the agriculture and livestock businesses, rising per-acre yield of crops is the primary goal of the State. The Head of State has given guidance that it is necessary to improve the socioeconomic life of the people and ensure food security in accord with the motto: let us encourage production for the prosperity of the Nation. Under the supervision of the relevant ministries, crop development units and research units have to join hands in doing new research to achieve quality strains of crops in regions and states. With regard to the cotton crop, if farmers grow long staple cotton and quality strains of crops meeting the target production, it will benefit the State by emphasizing local sufficiency as well as exportation. Plans should be adopted to cultivate and produce bamboo-based products as pulp and paper, as the country produces a large volume of bamboo yearly. Manufacturing value-added rubber products using domestic rubber raw materials for export purposes is beneficial for the State. It is essential for all that a higher per-acre yield of crops benefits the farmers as well as the State. It is necessary to increase the per-acre yield of crops on the existing cultivable lands, rather than the expansion of sown acreage. The State economic promotion fund was spent on distributing fertilizers at fair prices to monsoon paddy farmers in August and September. Moreover, the drum seeders have been distributed to them. As such, farmers need to strive to meet the production target. Moreover, perennial trees must be grown on a manageable scale in order to raise the forest coverage area in accordance with the motto: Let us protect our environment for the prosperity of the Nation.
In the industrial sector, priority must be given to the development of the micro, small and medium-sized enterprises as the basic economic force of a country. MSME businesspersons must be familiar with digital systems and technology-applied production systems, with their efforts in stable and development production leading to industrial development, rather than the profits.
With regard to illegal trade and taking action, the illegal trade is a primary hindrance to the trade development of the State, bearing the bad impacts on the socioeconomic sector. Hence, authorities need to make the illegal trade measures stricter and take action against offenders for seizures under the law.
In the education sector, efforts must be made for raising the learning opportunities for all, enabling all citizens to complete the KG+9 scheme, encouraging basic education plus industrial, agriculture and livestock schools, supervising the processes for almost hundred per cent of students to pass the learning grades, teach them to complete learning and not to decline the number of students in promoting the learning grade in accord with the motto adopted by the State “Let us ensure education sector for the development of the Nation”.
In the health sector, as the Head of State adopted a policy that all hospitals must have doctors, health staff must be appointed for hospitals.
In the sports sector, the Head of State encourages the sports sector, aligned with the motto: Uplifting sports means protecting the State. As the construction of gymnasiums, swimming pools, 5,000-spectator-capacity stands, and synthetic rubber track and field facilities stadiums has been allowed in major cities of regions and states, emphasis must be placed on nurturing new generation athletes in regions and states as part of uplifting the sports sector. Athletes need to make utmost efforts in their competitions in the XXXIII SEA Games in Thailand to uphold the honour of the State.
The Prime Minister continued to say that the finance and revenue sector. He said that the expenditures and projects proposed for the 2025-26 financial year are essential undertakings and rehabilitation works that must be implemented for the benefit of the State. Therefore, it is necessary to ensure their timely completion within the relevant financial year. In implementing these projects, emphasis must be placed on quality, adherence to procedures, rules, and regulations, and performing duties with full accountability and responsibility. As the taxation sector plays an important role, tax collection activities must be carried out extensively. Furthermore, all departments implement their respective projects in strict accordance with the laws, bylaws, directives, and procedures prescribed for each financial year.
In order to hold a free and fair multiparty democratic general election successfully, all electoral processes must be undertaken transparently, while emphasis must be placed on raising public awareness of using the Myanmar Electronic Voting Machine (MEAVM) in the election and raising the security measures during the election period. The attendees of the meeting were urged to give advice for the development of the State in respective sectors.
Union ministers read the letters and gave clarifications. The Prime Minister coordinated the discussions of the Union ministers and gave concluding remarks. Also, present at the meeting were Union ministers and officials together with the Nay Pyi Taw Council Chairman and the region and state chief ministers through videoconferencing.
