Senior General Min Aung Hlaing highlighted that emphasis must be placed on promoting the socioeconomic development of all citizens, ensuring that they can live and work in physical and mental well-being, and reducing the gap between the rich and the poor.
A work coordination meeting between the State Security and Peace Commission of the Republic of the Union of Myanmar and the Union government took place yesterday morning, with an address by Acting President of the Republic of the Union of Myanmar, SSPC Chairman of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing.
In his address, the Senior General recounted that the Shanghai Cooperation Organization (SCO) Summit 2025 Plus, the parade to mark the 80th Anniversary of the Victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War and visited Harbin of Heilongjiang Province and Chengdu of Sichuan Province from the end of August to the early September.

He continued that the total GDP of all SCO member countries amounted to US$30.171 trillion. China has the highest GDP among them. There are a population of 3.905 billion in the SCO member countries. Participation of Myanmar in the SCO will have great benefits.
He retold some countries and organizations in the world exert political, economic, financial, and administrative pressures and discriminatory practices against the nations and governments they disfavour. These matters must be addressed through cooperation with international organizations and member states in order to enhance relations.
He highlighted that the military parade was interestingly witnessed by the whole world. It showed three significant points: good training of the Chinese Armed Forces, the defence capability of China due to powerful military weapons showcased in the parade, capable of adjusting the global power, and the disciplined actions of Chinese citizens. President Xi Jinping said that China can defend all global countries against possible threats.

During the summit and the parade, he said that he held meetings with the Chinese President, the Indian Prime Minister and the Lao President. They all expressed their wishes for Myanmar’s entry to the SCO. Likewise, he talked about further promotion of trade with other Heads of State, including China, India and Laos. The meetings focused reopening of the border trade routes under the rules and regulations.

The Senior General noted that President Xi Jinping tabled five Global Governance Initiatives at the summit. As these points were aligned with his attitude, he seconded the tables. These five points are also in line with the current situation.

He added that while meeting with Heads of State attending the SCO Summit, both sides discussed bilateral situations and preparations to hold the election. They wished to enhance relations with Myanmar and supported preparations for holding the election. They pledged to send their election observation teams to Myanmar.

The Senior General recounted that he saw an advanced transport system of rail transport system in China. Hence, relevant ministries need to observe the techniques of China to improve transport in Myanmar in order to improve public transport.

During the trip to China, the Senior General held a talk with the Vice-President of China and sought aid for the post-earthquake rehabilitation measures and received proper aid. He also received assistance for the post-earthquake rehabilitation efforts in Myanmar while holding a talk with Indian Prime Minister Mr Narendra Modi.

The Senior General continued that he met Chinese businesspersons, experts, entrepreneurs and merchants in Tianjin and Chengdu of Sichuan Province. They wish to invest in Myanmar. So, it is necessary to recheck the past process of scrutiny for investment and make efforts to further flow new investments to Myanmar. Increasing foreign investment can contribute much to generating employment and improving technologies for the development of the nation.

He emphasized that Chinese businesspersons wish to invest Chinese yuan currency of China in Myanmar. The trade is being carried out with the yuan/kyat direct payment. Myanmar has a large volume of trade with China. If investment can use not only the US dollar but yuan, the investment amount will increase much.

The Senior General stressed that the Myanmar-China trade and investment promotion association has been formed to speed up the investment process. To promote trade with China, it is necessary to expedite efforts for more production in the agriculture and livestock breeding industries. Being an agro-based country, Myanmar has to export larger agricultural products.

He underlined that during the five years of the government, the trade surplus of Myanmar amounted to more than $2 billion. If the country exports more agricultural and livestock products, it can earn a larger trade surplus.

The Senior General stressed the need to cultivate sunflowers for the production of cooking oil and produce finished products of bamboo, cotton and rubber, as well as coffee.
He highlighted that production industries require educated human resources. So, industrial, agricultural and livestock basic education schools are being opened while universities and colleges are giving knowledge and techniques to students.

He underscored that the schools opened by the government must be reliable for the people. As the State fulfils the needs of teachers as much as possible, regional and state authorities also need to provide necessary assistance for them.

In observation, he spotted that the current unrests in Nepal were based on registration on social media. But, these unrests are being manipulated by some powerful countries behind the scenes. As such, it is necessary to take lessons from the unrest.
The Senior General urged all to place special emphasis on the enhancement of the socioeconomic life of rural people and the reduction of unemployment in Myanmar.
He reminded that the election to be held on 28 December must be credible and prestigious as well as free and fair, and the Hluttaw must be as well. Relevant security officials need to prioritize safe canvassing of Hluttaw candidates. Relevant chief ministers need to lead initiatives to successfully hold the election and identify those capable of working for the good of the State.

He stressed that ministerial and personal data of staff had leaked out through social media. Consequently, it can affect individuals, departments and the State level. Hence, it needs to raise security awareness for all and strictly supervise the use of social media among staff members.

Currently, the Senior General said that the government urges relevant countries to reopen border points for operating the border trade. Authorities from regions and states sharing borders with other countries need to effectively handle the illegal trade activities.

He highlighted that seizures of narcotic drugs are still higher. It depends on drug production. So, it is necessary to combat drug production. If so, the distribution and trafficking of narcotic drugs will decline. On the other hand, online fraud must be suppressed.
Commission members and Union ministers reported on efforts to ensure peace and stability and security measures to successfully hold the election, plans underway to take security measures for Hluttaw candidates and canvassing activities, taking effective action against those who disturb preparations for holding the election under the law, and security for members of political parties in line with the accounts.

Commission Secretary and Joint Executive Chief General Ye Win Oo presented reports on administrative measures in regions and states, needs to control morality of students through collaborative efforts of teachers, parents and officials, action taken over Sanghas and nuns whose activities are not aligned with the Vinaya of Buddhism, taking action against those who make fake passports, and efforts to control illegal trade activities in border regions.

Also present at the meeting were Commission Vice-Chairman Vice-Senior General Soe Win, Prime Minister U Nyo Saw, Executive Chief U Aung Lin Dwe, Commission members, Union ministers, the Nay Pyi Taw Council chairman and deputy ministers together with regional and state chief ministers through videoconferencing.
