Efforts must be made to develop reliable rural credit and financial systems so that farmers can easily invest in and adapt new technologies for agricultural production and livestock breeding, said Vice-President Nan Ni Ni Aye, who leads the Steering Committee on Protection of Farmer Rights and Enhancement of Benefits, at its plenary meeting 1/2026 at the Ministry of Agriculture, Livestock and Irrigation in Nay Pyi Taw yesterday afternoon.
In her speech, the Vice-President stated that it is necessary to provide all farmers with information and knowledge on domestic and international markets, as well as modern information technology services, so that they can gain access to markets. Moreover, she added that assistance must also be provided to small farmland-owning farmers who are unable to access markets, enabling them to form farmer groups and engage in collective selling, purchasing, and production activities.
She said that the Myanmar Agricultural Development Bank is providing increased agricultural loans in accordance with the appropriate periods and amounts required. Through the establishment of the State Economic Promotion Fund, farmers are provided with essential fertilizers for rice and oilseed production under a system that allows repayment after the harvest.

Vice-President Nan Ni Ni Aye stressed that it is necessary to help farmers study market and trade-related information provided by ASEAN, BIMSTEC, and the Greater Mekong Subregion (GMS), as well as trade policies issued from time to time, so as not to suffer losses due to major market fluctuations when their agricultural products reach the production stage.
She underlined that Myanmar needs to adapt its agricultural and livestock production systems in line with globally changing food systems. In doing so, it is necessary to formulate and implement appropriate policies not only to ensure food security, but also to achieve balanced and adequate nutrition, food safety, increased productivity, and sustainable long-term development.
Steering Committee Secretary and Union Minister for Agriculture, Livestock and Irrigation U Min Naung reported on the duties and functions of the steering committee, work committee and task forces, as well as the work progress.
Steering Committee members presented the implementation of farmers’ rights protection and promotion of their benefits, and the meeting ended with remarks by the Vice-President.
