U Khin Ye, Chairman of the Union Solidarity and Development Party, presented the policy, stance and work procedures of his party on radio and television on the evening of 28 October.

The full text of the presentation is as follows: —

I respectfully wish all esteemed people to be blessed with auspiciousness. I am U Khin Ye, Chairman of the Union Solidarity and Development Party.

In our country, the multiparty democratic general election will be held starting from 28 December 2025.

Esteemed voters,

Our party has been observing the primary requirements and aspirations of the people for three years systematically. During the period, party officials invited experts and scholars from relevant subjects to hold several meetings and seek the best solutions for the future plans of the State.

Our discussions upholding Our Three Main National Causes were based on different perspectives and arenas. These were thoroughly mentioned in the electoral declaration of the party as the future commitments of the party.

Our party will always join hands with Tatmadaw with assistance in the defence sector of the State.

With regard to the rule of law sector, we will emphasize the comprehensive creation of linking many law enforcement forces such as the Myanmar Police Force, the Ministry of Immigration and Population, the Ministry of Finance, the Customs Department, the Judicial Department and the Legal Department.

We have decided to extend the establishment of necessary security organizations of MPF, including the wildlife conservation police corps and the Myanmar cultural region protection police corps.

We will establish a system linking every household within the jurisdiction of each police station to the respective station, and set up a networked communication system connecting nearby police stations in real time.

In the administration sector, we will especially focus on the transformation of the government administrative system to the public administration system and removing the red-tape system, which hinders the work process of the administrative mechanism.

In the judicial sector, we will set up a systematic monitoring mechanism to prevent partisanship, bias, and corruption, and work to ensure the emergence of an independent and fair judicial system.

Regarding basic living standards, we will ensure the smooth and swift flow of commodities by removing all existing obstacles. We will promote the development of the agriculture and livestock sectors, as well as the fishery and forestry sectors. Special zones will be designated, such as crop zones, livestock zones, rubber zones, fisheries zones, and horticulture zones, where inputs can be imported at reduced taxes. These measures will help lower commodity prices and simultaneously create new employment opportunities.

Moreover, we will scrutinize the monetary, financial, export and import and trade policies in the economic sector, and these must be appropriate for the State and the entire people.

Esteemed voters,

In related sectors, our party will help Myanmar farmers gradually be free from debt in the agricultural sector, providing guaranteed support within a single government term.

In the labour sector, free and fair elections will bring stability and peace, attracting direct foreign investment and thereby creating more employment opportunities. To fully benefit from this, domestic vocational schools will be organized to meet ASEAN standards, enabling people to take advantage of the emerging job opportunities.

We will increase employees’ wages to align with current conditions, supplement and enact laws protecting workers’ rights, and coordinate with foreign governments to ensure that all Myanmar workers abroad have legal status. We will also facilitate the lawful and smoother transfer of their remittances to their families.

In the civil service sector, we will raise basic salaries to align with current conditions and enact the necessary laws and regulations to prevent commodity price increases from eroding their value.

We will make arrangements for retired civil servants to live in accordance with modern standards. Laws and plans will be established to provide care for the elderly, women, pregnant mothers, and persons with disabilities, as well as to create employment opportunities for those in need.

In the education sector, we will strengthen and implement a system of free education up to the middle school level. For children who cannot attend school due to family or living conditions, an “informal school education system” will be implemented as an alternative, ensuring that no child of school age is left out of the education system.

Next, committees will be formed to develop curricula that meet international education standards. School curricula will be designed to ensure that students become citizens who respect civic ethics, democratic principles, human ethics, and the rule of law.

Regarding the youth and women’s sector, today’s actions are being carried out to produce positive results for the next generation. The needs of future youth, such as resolving conflicts and addressing technological gaps, will not be neglected. Instead, these efforts will be progressively developed and implemented so that young people can serve as a valuable human resource for building a modern, advanced, and developed nation.

In the health sector, we will expand and strengthen basic healthcare services, broaden access to healthcare systems so that everyone in rural areas can receive care within reach. Public hospitals will be upgraded, healthcare personnel recruited, and medical treatment costs reduced and subsidized to improve overall healthcare provision.

Organizations similar to the Food and Drug Administration (FDA) will be established to regulate domestically produced and imported foodstuffs in order to comply with health and safety standards.

To increase revenue from the tourism sector, we will coordinate with travel agencies and Myanmar embassies abroad to attract more tourists. We will also develop safe and appealing destinations, modern recreational and accommodation facilities, efficient transportation and communication systems, and streamlined visa services for inbound travellers.

We will adopt the plans to protect high-value underground and aboveground natural resources across the nation and seek the legal market for the State.

The State has agreed to amend the Constitution in principle. Hence, we will continuously coordinate amendments to the Constitution and insert additional provisions in a political way based on Our Three Main National Causes.

In the ethnic affairs sector, we will prioritize the development of ethnic languages, literature, arts, and culture. We will accelerate development projects in border areas, transform diversity into a source of strength, and foster a spirit of shared ownership of the land and resources. Collaborative efforts will be emphasized to build a beautiful and united future.

The internal peacemaking sector is a gradual, step-by-step process. It will be carried out in accordance with the existing political culture, focusing on dialogue and negotiation, resolving political issues through political means, and ensuring inclusive participation, progressively making each stage more complete and effective.

From the perspective of our party, history clearly demonstrates that we could implement effective administration, ensure stability of the State and development, and expand our capacity in the field of international relations.

By supporting and voting for our Union Solidarity and Development Party, which stands as a strong, well-organized, and capable leadership body, everyone can collectively work to build a “Stronger Greater Myanmar”. Our party already has precise plans and processes in place to implement its future programmes. In conclusion, I’d like to say we are always welcome to those wishing to discuss these matters in detail, at any time.
