ARTICLE 26 of the Universal Declaration of Human Rights states that everyone has the right to education. Equal access to education is the primary component to realizing the right.In defining this right, free access at the elementary and fundamental levels are important elements and the compulsory nature of elementary education shall be observed. The Government’s implementation of the KG+9 concept is also in line with these requirements.
Easiness and equality are also essential conditions required for meaningful access to education. Regardless of schools, curricula and teachers, the ultimate aim of education is invariably the full development of human personality that will benefit the student, the community and the nation. It can be safely observed that an educated person is, essentially, an asset to the nation. Looking from that perspective, facilitating access to education is a forward-looking policy.
The Myanmar National Human Rights Commission believes that the attempts to fully implement article 26 of the Universal Declaration of Human Rights will be most welcome by all.
