The Overseas Employment Law 1999 is enforced by the Ministry of Labour in Myanmar. Under this law, Overseas Worker Identification Card (OWIC) is issued for five years to restore data on the data server for the systematic registration of migrant workers, to acquire a list of workers working abroad, to generate revenue for the State by letting the foreign employment licensing agencies that send workers to systematically pay income and trading taxes, to provide effective assistance after checking the information if workers have any problems in foreign countries and as for help, to formulate necessary policies through country exit lists
Those who are going to work in foreign countries from Myanmar are required to have an OWIC issued by the Ministry of Labour in Myanmar through international airports and land borders. If you come back with permission within five years of the OWIC term and leave, you can continue to use the OWIC and enter/ exit the country.
As the so-called ministry of labour of the NUG which has been declared a terrorist organization announced that it would conduct an overseas employment survey and issue an Overseas Employment Registration Card (OERC) which will be replaced the Overseas Worker Identification Card-OWIC under the 1999 Overseas Employment Law, the following information is made available to the public: —
Those who are going to work in foreign countries will be able to travel abroad through international airports and land borders only when they have OWICs issued by the Ministry of Labour.
If those who are leaving for foreign countries are found applying for the OERC issued by the so-called ministry of labour of the NUG which has been declared a terrorist organization, or if the possession of the OERC is found, they will be blacklisted and the entry/exit rights will be banned, as well as action will be taken under the existing laws.
If Myanmar nationals who are in foreign countries are found applying for the OERC issued by the so-called ministry of labour of the NUG which has been declared a terrorist organization and if the possession of the OERC is found, they will be blacklisted and the passport will be cancelled; citizenship will be revoked and entry will be denied.
