PRESIDENT U Win Myint made a congratulatory speech at the ceremony to mark the 4th anniversary of Second Hluttaw, held at the dining hall of Hluttaw in Nay Pyi Taw yesterday.


The event was also attended by Vice Presidents U Myint Swe and U Henry Van Thio, Pyithu Hluttaw Speaker U T Khun Myat, Amyotha Hluttaw Speaker Mahn Win Khaing Than, Union Chief Justice U Htun Htun Oo, Constitutional Tribunal Chairman U Myo Nyunt, Union Election Commission U Hla Thein, former Speaker of First Amyotha Hluttaw U Khin Aung Myint, Pyithu Hluttaw Deputy Speaker U Tun Tun Hein, Amyotha Hluttaw Deputy Speaker U Aye Tha Aung, Union Ministers, Union Attorney-General, Union Auditor General, Nay Pyi Taw Council Chairman, Central Bank of Myanmar Governor, Anti-Corruption Commission Chairman, Deputy Ministers, Chairpersons of Pyithu Hluttaw and Amyotha Hluttaw affairs committees, Hluttaw representatives, departmental heads, and invited guests.


In his congratulatory speech, President U Win Myint extended greetings to all the attendees at the event, and explained rules and restrictions in Hluttaw laws and bylaws in raising questions and tabling motions, and duties, responsibilities and rights of Hluttaw representatives. The President also advised Hluttaw representatives to perform their duties well for the country and people and exercise their rights as the role of legislative pillar is very important and delicate.


He added to take proper consideration for both the essence laws and their definitions, to learn respective background histories in drafting laws which should include state policies.


President U Win Myint continued saying proper use of terms and terminologies of legislative pillars in legal debates of parliamentary meetings through constructive approaches, following decisions of majority in the parliament in accordance with democratic practices.

The President concluded his speech, saying fundamental importance of personal reforms for national development.


Then, Pyithu Hluttaw Speaker U T Khun Myat and Amyotha Hluttaw Speaker Mahn Win Khaing Than made speeches. The President, Vice Presidents, Pyithu Hluttaw Speaker, and Amyotha Hluttaw Speaker enjoyed lunch together with those present at the event.
