A ceremony marking the second anniversary of the Ministry of the Office of the Union Government (MOUG) was held in Nay Pyi Taw yesterday morning.

Union Minister for the Office of the Union Government U Min Thu, Deputy Minister U Tin Myint, Revenue Appellate Tribunal Chairperson U Win Tin, Directors-General, Deputy Directors-General, Advisors and relevant government officials attended the ceremony. Region/State Administrators and District Administrators, Directors, officials, award winners and former staff members also participated in the ceremony via videoconferencing.

During the ceremony, Union Minister U Min Thu said that in addition to the existing departments — the Government Affairs Department and the General Administration Department — his ministry formed the Revenue Appellate Tribunal on 1 August 2020.

He said that the government provided financial assistance to grassroots people with no regular income during the COVID-19 crisis for a total of four times in accordance with the COVID-19 Economic Relief Plan (CERP), so a total of K568.64 billion has been provided to the grassroots people.

The Union Minister also expressed his gratitude to the ministry’s officials and staff members for their COVID-19 response efforts and for carrying out necessary administrative tasks to successfully hold the 2020 multi-party democratic general elections.

The Union Minister said that since the General Administration Department was transferred to the Ministry of the Office of the Union Government, a general administrative reform framework was drafted and implemented with the aim of establishing a people-centred administrative mechanism.

He continued that the ministry enacted the Second Amendment to Ward / Village-tract Administration Rules on 22 December 2020. He added that not only officials and staff members from the General Administration Department but also the general public need to understand the amended process for electing Ward / Village-tract Administrators. The manuals for Ward / Village-tract Administrators were prepared and distributed as the first phase of Ward / Village-tract administration reform process, according to the Union Minister, who said that necessary training will be provided to newly-elected administrators to gain a broad understanding of the manual.

He said that the General Administration Department is a department that has direct contact with the general public, and it should be a model department that can effectively coordinate with other departments for regional development.

He urged the officials and staff members of his ministry to be ethical and free from corruption. He also urged all the officials to strive for a transparent administrative body. Speaking on the occasion of the second anniversary of the ministry, the Union Minister also called on the officials of his ministry to work together to effectively provide services to the general public. During the ceremony, the Union Minister also presented honorary medals to outstanding officials in various tasks.
