Prime Minister of the Republic of the Union of Myanmar U Nyo Saw urged all ministries, as well as regional and state governments, to cooperate across all sectors for the country’s development and to ensure the successful holding of the multi-party general election. The prime minister made the call at the Union Government Meeting 5/2025 of the Republic of the Union of Myanmar, held yesterday afternoon at the Union Government Office.
Union ministers and officials attended the meeting in person, while Nay Pyi Taw Council chairman, regional and state chief ministers joined via video conference.
In his opening remarks, the Prime Minister said they are working hard to stabilize the country’s political, economic, social, and electoral situation, noted that some Western powers and their allies are imposing economic sanctions and using the media to criticize Myanmar, and added that the Head of State has addressed and responded to these issues during summits with regional organizations, goodwill visits to major world powers, and meetings with various international leaders.
He also highlighted the government’s intensifying efforts to combat transnational crime and online gambling operations run by armed groups and international criminal networks in the border areas, noting that more than 68,000 illegal foreign entrants have been deported since late 2023. He emphasized that eliminating these illicit groups, especially those operating in Kayin State, is a national responsibility and called for coordinated action among relevant ministries to ensure that the international community clearly understands Myanmar’s situation.
The Prime Minister emphasized that illegal trade harms the country’s economic, social, and security sectors, noting that enforcement efforts across regions and states have already reduced such activities, highlighted newly opened trade routes and ongoing strict border inspections, urged authorities to take legal action, under the Anti-Money Laundering Law, against seized illegal goods, and stressed the need to work towards eliminating illegal trade.
He emphasized that narcotics, primarily trafficked by armed insurgent groups in insecure and border areas, are severely impacting the country’s socio-economic life and particularly targeting school-age youth, and stressed the need for coordinated efforts to seize drugs and protect students’ education, preventing them from falling victim to narcotics.
The Prime Minister emphasized that strengthening the manufacturing and agro-based industries is crucial for the country’s economic stability and development, as these sectors are closely linked with agriculture, livestock, industry, mining, construction, and services, and can create jobs. He also highlighted the need to facilitate the flow of goods, stabilize commodity prices, efficiently manage the rice and other seasonal crop supply chains, and enforce market regulations to support farmers’ livelihoods and promote socioeconomic development, aligning with future sustainable development goals.
The Prime Minister emphasized that strengthening Myanmar’s agricultural sector is vital for improving socio-economic conditions and meeting the country’s food needs. Key priorities include increasing crop production, educating farmers on systematic cultivation, and enhancing oilseed production through upgraded mills and technological applications. He also emphasized the expansion of industrial crop cultivation, including cotton, bamboo, rubber, coffee, and chilli, to meet domestic demand and capitalise on foreign market opportunities, while promoting value-added production and supporting export-oriented growth.
The Prime Minister stressed that developing small-, medium-, and large-scale industries is vital for building a modern, self-reliant, and economically strong nation, highlighting the need to strengthen electricity infrastructure, streamline investment and licensing policies, establish industrial zones, and promote technology sharing to ensure sustained industrial growth.
The Prime Minister emphasized that MSMEs are vital for the country’s manufacturing sector, highlighting the need to adopt digital systems, benefit from government support in technical, financial, and market aspects, ensure access to essential resources, and promote collaboration between the government, entrepreneurs, and the public to sustain MSME growth.
The Prime Minister emphasized that, under the slogan “Encouraging Education for National Development,” Myanmar’s education policies aim to provide opportunities for all, ensure completion of KG+9, improve teacher quality through training and support, promote attendance and grade progression, and expand vocational and specialized schools in industrial, agricultural, and livestock sectors, while also offering job training for students who do not pass university entrance exams.
The Prime Minister emphasized promoting public health by encouraging walking to counteract sedentary lifestyles, urging the government to organize large-scale walking events. He also highlighted the need to develop talented athletes, noting that the Head of State has provided sports facilities in schools and universities, and stressed the importance of maintaining these facilities and offering continuous training to cultivate high-performing athletes.
The Prime Minister emphasized the need for accurate and truthful reporting of project figures by ministries and regional and state authorities, noting that inconsistencies in data collection can weaken plan implementation. For the 2025-2026 financial year, all relevant government bodies must promptly finalize work plans, coordinate effectively, and ensure the timely and high-quality completion of all planned activities.
The Prime Minister outlined the three-phase multiparty democratic general election starting on 28 December, stressing that its successful conduct is vital for democratic development and requires active public participation. He urged officials at all levels to closely monitor the situation, follow policies, and provide full support to ensure a smooth election. Union Ministers presented current and planned measures in their sectors, after which the Prime Minister coordinated actions, delivered a concluding speech, and adjourned the meeting.
