First of all, I would like to extend my sincere wishes for good physical and mental well-being to all esteemed ethnic people and voters. I am U Soe Htet (aka) Salai Melu, Chairman of the New Chinland Congress (NCC). In today’s Myanmar Radio and Television broadcast, I will briefly present the policies, stances, and work procedures of the New Chinland Congress (NCC) so that ethnic people, especially all Chin people in Chin State, and voters across the country may be informed.

The New Chinland Congress (NCC) represents Chin State and the Chin ethnic people. It is a party that will take on the national responsibility of advancing the political, economic, and social affairs of all ethnic groups living in Chin State. The party emerged from discussions held with Chin national political leaders, Chin scholars, youth, and women, who have long guided the political aspirations and development efforts of Chin State. Our New Chinland Congress (NCC) will contest only within Chin State. The party’s logo is illustrated with “a couple of Oriental Pied Hornbills together blossoming rhododendron”, highly valued and cherished by the Chin people. The party flag features three horizontal stripes of blue, red, and green, with a white star at the centre. Since the New Chinland Congress (NCC) was established based on the Chin people’s ancestral homeland in Chin State, I would also like to briefly present the historical background of Chin State.

The Chin ethnic people, along with other ethnic groups, signed the Panglong Agreement in 1947 for the establishment of the Union of Myanmar and together gained independence in 1948. Under the 1947 Constitution, the Chin Hills District and the Rakhine Hills areas (present-day Paletwa District) were consolidated and designated as the “Special Division of the Chins.” In 1974, under the Constitution, it was reorganized as Chin State, consisting of nine townships: Tiddim, Tongzan, Falam, Haka, Thantlang, Mindat, Matupi, Kanpetlet, and Paletwa. According to the 2008 Constitution, Chin State continues to exist firmly as a state. Among Myanmar’s 14 regions and states, it is the only state where the majority of the population consists of the indigenous ethnic group of that area. This provides a brief historical background of Chin State.

Esteemed people,

Although Chin State was one of the most peaceful and secure states in Myanmar after the country regained independence, due to various reasons, it remains one of the least developed states to this day. In this situation, all Chin people who value and cherish the Chin State hope for its swift peace and rapid development. Therefore, from this platform, the New Chinland Congress (NCC) calls on everyone to join forces and work together harmoniously for the progress of Chin State.

Furthermore, I would like to present the vision of the New Chinland Congress (NCC) to participate in Chin State in the elections.

The first objective is that all Chin ethnic people have to cooperate in initiating the peace process by ceasing the armed conflicts in Chin State.

The second objective is that all Chin ethnic people need to cooperate in socioeconomic development in Chin State.

The third objective is that all national brethren have to join hands with each other in building a Union based on democracy and a federal system.

The last one is that all Union-born ethnic people have to steadfastly strive to fully enjoy equal rights.

In the political upheavals of Myanmar, Chin State has also suffered losses that should never have occurred. Things that should not have been destroyed have been destroyed.

While Chin State remains peaceful and its people strive for happiness, it has not developed, and currently, due to armed conflicts, voting people are well aware of the hardships faced. What the people want is the “establishment of a Union based on democracy and a federal system.” As long as brothers continue fighting one another, a Union founded on democracy and federalism, as desired by the people, cannot emerge.
The New Chinland Congress (NCC) would also like to present its four planned courses of action to voters.

Programme (1)

This is to make efforts to negotiate and find solutions with all relevant parties to achieve a ceasefire for armed conflicts within Chin State. This process will be led by the new government formed based on the election results, and all stakeholders should participate in the process. Efforts must be coordinated from temporary ceasefire discussions to ensure a complete cessation of conflict. Measures should also be taken to ensure that internally displaced persons can return to their homes with dignity and guaranteed security; to provide opportunities for food, shelter, and employment; to restore physical and psychological injuries; and to ensure access to both immediate and long-term assistance.

It is essential to rebuild and restore public infrastructure and residential areas that have been damaged or destroyed due to armed conflicts. For this purpose, the necessary funding should be sought not only from the Union government but also from domestic and international donors. The party, elected representatives, and the entire public must all collaborate and participate in these efforts.

It is important to actively participate in all stages of implementing the Nationwide Ceasefire Agreement (NCA). Signed on 15 October 2015, the NCA was designed with the long-term peace, stability, and development of the Union and all ethnic groups in mind, providing guarantees from the State to the ethnic communities. To bring armed ethnic groups – whose political views differ – into the political negotiation table, coordination and support with voters and the public are necessary. Therefore, the New Chinland Congress (NCC) pledges to work with all participants in the NCA discussions, exerting every effort for the peace of the Union.

The goal is to develop industries based on agriculture and livestock. Agricultural and livestock projects must be implemented in accordance with Chin State’s water resources, soil, and climate. The Kaladan Multimodal Transit Transport Project, which passes through Paletwa Township in Chin State, is an important initiative for the state’s development. It will provide significant support for agriculture and livestock activities. If the public chooses to support our party, we will have the opportunity to effectively implement development projects desired by the people and contribute to legislation at every level of the Hluttaw.

Esteemed Chin ethnics, other ethnics and Chin tribes in Chin State,
Everyone is aware of the current situation in Chin State. At this time, all Chin people desire peace and stability in the state more than anything. They want to move and work safely, restore warmth and life to towns and villages, and return children to schools that are ready to welcome them. Vital sectors such as healthcare and education, which have been disrupted, also need to be revitalized. Therefore, it is crucial for people to actively cast their votes in the Hluttaw elections beginning on 28 December 2025.

By supporting the New Chinland Congress (NCC) with their votes, over the next five years, the people will see elected representatives emerge who will genuinely work for the welfare of the Chin ethnic communities and their families.

It is time for Chin voters who love their homeland to join with other ethnic groups and work together to ensure fair and balanced development across Chin State and the entire Myanmar.
Thus, in conclusion, I would like to sincerely appeal to all voters in Chin State to support the New Chinland Congress (NCC), symbolized by a couple of Oriental Pied Hornbills together with blossoming rhododendron, for a peaceful, modern, and progressively developed future for Chin State.
