Announcement for civil service personnel who will come to Union Territory, Nay Pyi Taw, and for those who will return to Nay Pyi Taw from other regions/states
1. The confirmed cases of COVID-19, assumed to be local transmission, were reported in Rakhine State in the second week of August 2020, and some secondary case-patients who were infected from the primary case-patients have reached other regions and states. Therefore, to prevent the outbreak of Coronavirus Disease 2019 (COVID-19), travels of civil service staff are being systematically investigated.
2. Therefore, if the civil service personnel based in Nay Pyi Taw will need to follow the COVID-19 guidelines of the Ministry of Health and Sports when making trips to other areas for duty or social affairs, they need to follow the COVID-19 guidelines of Ministry of Health and Sports, and their re-entry will be allowed only after the following inspections to them to prevent transmission of disease.
(a) Travel order/approval document issued by the Union-level organizations and the Union ministries must be brought, and the signature of person concerned will be required to confirm the meeting.
(b) Travel order/approval document must be shown on the way or at the destination place for official inspection, and it must be returned to the relevant department when the personnel arrived back to Nay Pyi Taw.
(c) Those who return from duties of day trip or nights from the townships of Region/State with positive cases to Nay Pyi Taw need to stay at the community-based facility quarantine designated by the Nay Pyi Taw Council for 7 days. Their swabs will be taken on the 2nd and 5th days of quarantine for laboratory tests. Only if they tested negative, they will be allowed for returning to the office duties.
(d) Those who return from duties of day trip or nights from the townships of Region/State with no positive cases to Nay Pyi Taw need to stay at the community-based facility quarantine designated by the Nay Pyi Taw Council. Their swabs will be taken on the 2nd day of quarantine for laboratory tests. Only if they tested negative, they will be allowed for returning to the office duties.
(e) If they are tested the suspected symptoms, they will be taken to the hospital for medical treatments.
3. The civil service personnel who make duty travel from Nay Pyi Taw need to allow for inspection at the Nay Pyi Taw checkpoint. If it is found that the personnel reached other places unrelated to the duty, they will be filed under Civil Service Personnel Law when tested negative, and under the Natural Disaster Management Law when tested positive. The civil service personnel who made any trip with the family members outside Nay Pyi Taw without approval of relevant department and organization will have to undergo laboratory tests. Those who led the trip will be filed under the Natural Disaster Management Law.
4. This announcement will be implemented commencing 2 September 020, and it will be restored until it is substituted with another one.
